Team Lead (Global Respiratory Threats)

Leads work on pandemic influenza preparedness, pathogen access and benefit sharing under the PIP Framework. The post shapes policy and legal strategies, manages the secretariat and financial resources, negotiates advance supply arrangements, convenes governance bodies, and guides Member States and partners toward equitable access to vaccines, antivirals, diagnostics and pandemic-response benefits.

• Provide technical leadership on access and benefit sharing through implementation of the PIP Framework
• Develop policies linking the PIP Framework with the WHO Pandemic Agreement and PABS system
• Advise headquarters, regional and country offices on global, regional and national PIP implementation
• Manage the PIP Framework Secretariat, workplans and Partnership Contribution financial resources
• Lead research and dissemination of programme best practices for capacity building
• Oversee advance supply agreements for vaccines, antivirals and diagnostics
• Guide benefit-sharing tools, convene the PIP Advisory Group and report transparently to WHO bodies and stakeholders

• Master’s degree in law and admission or certification to practise law
• At least 10 years of progressively responsible legal experience providing legal, policy or regulatory advice in international, governmental or intergovernmental settings
• Experience drafting and negotiating complex commercial, licensing or public-private-partnership agreements
• Experience in international arbitration, mediation or multi-stakeholder contract disputes
• Experience managing human and financial resources in cross-disciplinary multicultural environments
• Expert knowledge of English

• Degree in finance, business administration or public health
• Experience in fund management, contribution systems or financial-mechanism oversight
• Experience in global health, pandemic preparedness or legal frameworks for pathogens and benefit sharing
