Job Description
WHO seeks a Regional Adviser in Copenhagen to lead health-workforce and service-delivery work for the European Region. The P-5 role advises Member States, develops regional policies and frameworks, leads evidence and technical publications, oversees programme delivery and resources, and builds partnerships that advance resilient, people-centred health systems and universal health coverage.

Summary of Responsibilities
- Advise Member States on health-workforce and service-delivery policies and capacities
- Lead regional strategies, policies and frameworks for health workforce and service delivery
- Provide technical leadership on workforce planning, education, retention, mobility and integrated service models
- Guide national capacities for policy design, implementation, monitoring and evaluation
- Lead evidence generation and technical publications on health workforce and service delivery
- Manage programme planning, resources and partnerships for regional workplans
Role Requirements
- Advanced university degree in health-systems management, medicine, nursing, public health, social sciences or a related subject
- At least 10 years of national and international experience in health systems including health workforce and services
- Senior leadership experience in public administration or relevant international institutions
- Experience advising on health-systems and health-workforce policies in lower- and middle-income countries
- Expert knowledge of English
Desired Criteria
- Doctorate in health systems, public health, health policy, political science or health economics
- Experience across the European Region
- Experience developing multisectoral policy and governance approaches
- Knowledge of the WHO and UN system
