Job Description
UNESCO’s Institute for Statistics seeks a Senior Project Officer to lead strategic foresight, research and country-insights work for post-2030 monitoring. The officer will design foresight systems, guide indicator innovation and national data analysis, supervise staff, build partnerships and translate emerging risks and evidence into planning, policy and statistical-development decisions.

Summary of Responsibilities
- Design and institutionalise the UIS strategic foresight framework and horizon-scanning cycle
- Produce horizon scans, trend analyses, scenario exercises and strategic intelligence notes
- Lead analysis supporting post-2030 monitoring and forward-looking indicator frameworks
- Guide national benchmark monitoring and analyse country data ecosystems and policy priorities
- Embed foresight into UIS planning and supervise project and general service staff
- Represent UIS in international fora and build partnerships with foresight networks and research institutions
Role Requirements
- Advanced university degree in statistics, economics, public policy, data science, education, development studies or a related field combining quantitative analysis with a policy or strategic perspective
- Minimum seven years of progressively responsible relevant professional experience in strategic analysis, policy research, foresight, statistics or international development analytics including three years at international level
- Experience leading analytical or policy-oriented work on development monitoring, statistical systems, education policy or global development agendas
- Experience managing complex multi-stakeholder analytical initiatives
- Experience supervising professional or general service staff
- Excellent oral and written English
Desired Criteria
- Training in strategic foresight, futures studies, anticipatory governance, scenario planning or policy analysis
- Experience applying foresight or scenario-development methodologies
- Working knowledge of French
- Knowledge of Arabic, Chinese, Russian or Spanish
