Job Description
Provides technical support to increase demand, acceptance and equitable uptake of routine and newly introduced vaccines in Ethiopia. The office-based consultant coordinates immunization communication partners, strengthens social listening and community engagement, guides evidence-based social and behaviour change interventions, and documents results for UNICEF, Ministry of Health and stakeholders.

Summary of Responsibilities
- Support the Ministry of Health Immunization Service Desk and Communication Technical Working Group to design and implement demand-promotion strategies
- Coordinate technical-working-group meetings, agendas, minutes and follow-up actions with government and partners
- Develop, operationalize and monitor national immunization demand-promotion strategies using behavioural insights and human-centered design
- Support implementation and evaluation of demand-promotion and risk-communication interventions for zero-dose and under-immunized communities
- Develop and pre-test multi-channel communication materials and support their subnational contextualization and translation
- Strengthen social listening and public-opinion monitoring on misinformation, adverse-event concerns and vaccine media coverage
- Build capacity of health workers, social mobilizers, media professionals and hotline operators
- Document best practices and prepare technical reports and deliverables for UNICEF and the Ministry of Health
Role Requirements
- Advanced university degree in social science, public health, sociology, anthropology, psychology, communication for development or social and behavioural change communication
- Minimum seven years of relevant social and behaviour change or immunization demand-promotion experience at national or federal level
- In-depth understanding of Ethiopian communities and national immunization demand-promotion stakeholders
- Fluent English and Amharic
- Open to Ethiopian nationals only
Desired Criteria
- Experience addressing service-delivery, gender and system-level barriers to immunization uptake
