Job Description

Leads regional human-resources delivery for IFRC’s Middle East and North Africa operations, covering learning, performance management, recruitment and HR services. The role supports managers and staff, improves workforce processes and coordinates national and international talent acquisition across delegations.

Summary of Responsibilities

  • Oversee learning and development initiatives and assess regional training needs
  • Guide staff and managers on the Performance Development Programme and evaluate its effectiveness
  • Deliver orientation sessions and performance-management skills workshops
  • Manage end-to-end recruitment for national and international positions across the region
  • Conduct reference checks, due diligence and screening for international recruits
  • Prepare employment offers, contracts, assignment letters and recruitment documentation
  • Maintain recruitment reporting and support a positive candidate experience
  • Support short-term recruitment, secondments, consultancy administration, onboarding and staff engagement

Role Requirements

  • Bachelor's degree in Human Resources Development, Business Management or a related field
  • Five to seven years of experience in human resources, staff development, training or recruitment
  • Ability to transfer knowledge about human-resources development principles and approaches
  • Experience supporting managers and HR or administrative personnel on human-resources matters
  • Facilitation and coordination skills
  • Computer literacy across Windows, spreadsheets, word processing and email
  • Fluent written and spoken Arabic and English

Desired Criteria

  • Master's degree
  • Experience with a Red Cross or Red Crescent National Society, IFRC or ICRC
