Job Description
Conducts a legal and policy mapping on disaster risk management in Lebanon for IFRC and the Lebanese Red Cross. The consultant will review legal instruments, analyse institutional arrangements, engage stakeholders and deliver analytical reports and recommendations that support reform-oriented disaster risk management, governance and public-institution development.

Summary of Responsibilities
- Review disaster risk management legal and policy instruments
- Apply the mapping methodology and guiding questions to national materials
- Analyse legal and institutional findings
- Engage government, Lebanese Red Cross and other stakeholders
- Prepare a draft analytical report for review
- Submit final reports incorporating consolidated feedback
Role Requirements
- Advanced university degree in Law, Public Policy, Governance or a related discipline
- At least 7 years of professional experience in legal or policy analysis
- Experience mapping legal and policy frameworks, institutional analysis and reform-oriented advisory work
- Full professional proficiency in Arabic
Desired Criteria
- Working knowledge of French or English
