Job Description
UNDP seeks an engineer in Belgrade for Serbia’s water and wastewater programme. The specialist will oversee technical designs, construction supervision and quality assurance; manage workplans, contracts and risks; coordinate with the Ministry, municipalities, contractors and beneficiaries; monitor implementation; support procurement; and provide engineering clearance for deliverables and payments.

Summary of Responsibilities
- Manage infrastructure activities covering design, supervision and quality assurance
- Review technical designs and bills of quantities and supervise construction works
- Develop project workplans, milestones and stakeholder responsibilities
- Monitor delivery, risks, expenditures and financial reports
- Manage contractual obligations and contract execution
- Prepare terms of reference and tender documentation and support procurement
- Coordinate with ministries, municipalities, contractors, partners and beneficiaries
- Provide engineering clearance for payments and project deliverables
Role Requirements
- Advanced university degree in Civil Engineering including water supply and sewerage engineering or Mechanical Engineering
- Bachelor’s degree in the stated fields with five additional years of qualifying experience may be considered instead of a master’s degree
- At least 5 years with a master’s degree or 7 years with a bachelor’s degree of relevant experience in infrastructure project management and technical-design development
- Excellent written and spoken Serbian
- Working knowledge of English
Desired Criteria
- Experience managing infrastructure projects
- Experience monitoring and reporting on design, technical control and work supervision
- Experience implementing donor-funded projects including KfW or EIB
- Knowledge of FIDIC and PRAG procedures
- Experience with wastewater treatment plants
