Job Description
Provides technical leadership and programme management for RISE Kenya, expanding safe and flexible education pathways for out-of-school adolescents and youth. The specialist coordinates government, UNICEF, foundation and private-sector partners; uses evidence to guide adaptive delivery; and advances inclusive, technology-enabled learning, youth engagement and skills development that can scale within Kenya's education system.

Summary of Responsibilities
- Design and implement flexible formal and non-formal learning pathways
- Advance youth engagement, skills development and transition opportunities
- Prepare education situation analyses and programme proposals
- Coordinate monitoring benchmarks, evaluations and programme reviews
- Use programme data and learning evidence for adaptive management and scale-up
- Provide technical guidance to government, partners and donors
- Build partnerships and mobilise private-sector support
- Introduce and share innovative education-management practices
Role Requirements
- Master's or equivalent advanced university degree in education, management, development economics, psychology, sociology or a related technical field
- At least five years of relevant experience in education systems reform, workforce development or large-scale social-sector programme leadership
- Experience managing multi-partner, multi-donor high-value programmes at national scale
- Fluent English
Desired Criteria
- Experience with UNICEF, the UN, Mastercard Foundation, private sector or comparable governance and reporting systems
- Experience with EdTech, digital learning or technology-enabled service delivery
- Relevant country-level experience in development, fragile settings or humanitarian contexts
