Job Description

Leads implementation of the COFA READY disaster-readiness programme in the Marshall Islands. The manager directs programme planning, operations and financial delivery; builds relationships with government, donors and humanitarian partners; oversees workplans, monitoring and reporting; and guides staff and procurement processes to strengthen preparedness, resilience and community capacity across the programme's three-year implementation period.

Summary of Responsibilities

  • Manage administrative, operational and financial delivery of COFA READY Component 2 in the Marshall Islands
  • Build working relationships with the National Disaster Management Office, donor, government, UN agencies and community partners
  • Coordinate design of programme activities using a results framework and emerging priorities
  • Lead multi-year workplanning, workshops and cross-learning with regional counterparts
  • Provide operational guidance and technical supervision to programme staff
  • Prepare programme updates, donor briefs and compliant interim reports
  • Monitor strategic objectives and establish a shared monitoring and evaluation framework
  • Coordinate procurement, communications materials, assessment tools and programme data systems

Role Requirements

  • Master's degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies or a related field with five years of relevant professional experience, or a university degree in those fields with seven years
  • Extensive experience implementing disaster preparedness and response programmes, community recovery and government and community capacity strengthening
  • Experience coordinating multi-year donor-funded projects
  • Fluency in English

Desired Criteria

  • Experience working in the North Pacific
  • Experience organising consultations, workshops and seminars with high-level stakeholders
  • Knowledge of UN and bilateral donor programming

Additional Information

  • Fixed-term appointment of one year with possibility of extension
  • National and international travel, including visits to sub-offices, is required
  • Open only to current and former IOM staff separated within the last 12 months through the structural adjustment process
  • Appointment is subject to funding confirmation and medical, security, accreditation, residency or visa clearances
