Job Description

Leads UNRWA’s Early Recovery and Livelihoods portfolio in Syria, coordinating planning, delivery and monitoring of livelihood pathways, grants, vocational-training linkages and enterprise support. The role manages beneficiary selection and verification, grant cycles and documentation, reporting and donor inputs, and safeguards accountability, protection, inclusion, data protection and risk management with field offices and partners.

Summary of Responsibilities

  • Lead portfolio planning and implementation
  • Manage livelihood pathways and grant cycles
  • Coordinate beneficiary verification and committee review
  • Maintain programme documentation and monitoring data
  • Prepare progress reports and donor inputs
  • Strengthen protection, inclusion and risk controls

Role Requirements

  • Advanced university degree in development studies, economics, business administration, social sciences, livelihoods, project management, humanitarian affairs, international development or related field
  • At least five years of progressively responsible humanitarian or development programme-management experience
  • At least three years of experience in livelihoods, early recovery, economic recovery, cash assistance, business support, vocational training, entrepreneurship or grants management
  • English fluency
  • At least two continuous years of relevant international experience outside UNRWA and the candidate's country of nationality

Desired Criteria

  • Experience with UN agencies or international NGOs
  • Experience in the Middle East and refugee programming
  • Arabic knowledge
  • Project-management or livelihoods-programming certification
