Job Description

Provides functional and substantive support for UNCTAD's ASYCUDA customs-modernisation work in Albania. The officer will help the Customs Administration and national project teams develop EU-compatible systems, analyse customs legislation and automation needs, shape technical specifications, and deliver training, advisory support and programme coordination for digital customs integration.

Summary of Responsibilities

  • Develop, implement and evaluate EU-compatible UNCTAD/ASYCUDA systems and projects
  • Support the Albania Customs Administration and national project teams with functional assistance
  • Analyse customs legislation, regulations and procedures for automation and EU-integration requirements
  • Prepare functional specifications for additional customs-system functionalities
  • Advise national customs systems on ASYCUDA extensions, e-documents and Single Window integration
  • Design survey tools and analyse responses to identify customs-sector issues
  • Prepare background papers, analyses, reports, studies and meeting materials
  • Conduct training workshops and presentations and support field missions

Role Requirements

  • Advanced university degree in business administration, management, economics or a related field, or a first-level university degree with two additional years of qualifying experience
  • At least five years of progressively responsible experience in project or programme management, administration or a related area, including digitalisation of customs procedures
  • English

Desired Criteria

  • Experience organising and delivering functional training courses within governmental organisations
  • Experience working in an international environment such as the United Nations Secretariat, Funds or Programmes
