Job Description

Supports the planning, delivery, monitoring and reporting of cash-based transfer assistance in Tindouf. The role coordinates financial service providers, partners and internal units; tracks transfer performance and reconciliations; assesses markets and delivery risks; and contributes to safe assistance for affected populations through field verification, records and operational reporting

Summary of Responsibilities

  • Support beneficiary data preparation, transfer-value calculations, disbursement scheduling and reconciliation with financial service providers and partners
  • Prepare, review and monitor agreements and contracts with financial service providers, banks, mobile money operators and retailers
  • Monitor transfer performance indicators and flag discrepancies for corrective action
  • Support market assessments, vendor due diligence and capacity assessments of cash-transfer service providers
  • Identify bottlenecks in the cash delivery chain and propose mitigations for connectivity, liquidity, security and fraud risks
  • Maintain transfer records and dashboards and verify last-mile delivery through field missions

Role Requirements

  • Completion of secondary school education
  • Minimum six years of related experience in humanitarian, development, social protection, cash assistance, retail operations, programme implementation, monitoring or beneficiary management
  • Fluency in oral and written English or French, and fluent oral Arabic

Desired Criteria

  • Relevant certifications or training in humanitarian programming, cash-based transfers, supply chain, data management, monitoring and evaluation, gender, protection or accountability are an added advantage
  • Experience in refugee, emergency or protracted humanitarian settings is desirable
