Procurement Officer

Leads procurement and contracting for UNODC’s Eastern and Southern Africa Procurement Hub in Nairobi. The officer will manage complex sourcing, construction and supplier negotiations, ensure policy compliance, develop procedures and tools, train staff, monitor audits and performance, and provide data-driven operational support to regional, national and global programmes.

• Lead procurement and contracting for complex goods and services across the regional hub
• Plan and manage procurement for infrastructure and major construction projects
• Review procurement requests, specifications and quality-assurance requirements
• Conduct supplier negotiations, tender processes and contract-award recommendations
• Develop procurement procedures, workflows, standards and evaluation criteria
• Ensure compliance with Secretariat financial regulations, reporting, auditing and recommendations
• Develop and deliver procurement training, coaching and guidance
• Implement corporate procurement tools and monitor dashboards and performance indicators

• Advanced university degree in business administration, public administration, commerce, engineering, law or a related field, or a first-level degree with two additional years of qualifying experience
• CIPS Level 4 or equivalent professional supply-chain certification
• At least 5 years of progressively responsible professional experience in procurement or a related area
• Experience using Enterprise Resource Planning systems
• Fluency in English
