Procurement Officer

Serves as a senior procurement and contracting expert supporting the United Nations Support Office in Haiti from New York. The officer manages complex procurement, advises requisitioning units, leads tendering and negotiations, develops contract approaches and policies, evaluates supplier capacity and markets, and guides junior personnel to secure transparent, competitive best-value outcomes.

• Lead procurement and contracting for complex goods and services
• Advise substantive units throughout procurement cycles
• Evaluate procurement requests and technical specifications
• Prepare complex contracts and tender invitations and evaluate responses
• Prepare contract-award recommendations and submissions to Contracts Committee
• Develop tactical contracting approaches using market research
• Develop procurement policies and supplier-evaluation standards
• Negotiate contracts and resolve contract disputes
• Guide junior procurement staff

• Advanced university degree in business administration, public administration, commerce, commercial law or related field
• CIPS Level 4 or equivalent professional supply-chain certification
• At least seven years of progressively responsible experience in procurement, contract management, contract administration, logistics or supply chain management
• At least two years conducting international tender exercises during the last five years
• Experience with SAP or similar ERP and Ariba or similar e-tendering systems
• Fluency in English
