Job Description
Leads technical, operational and advisory support for ADB's markets-development and public-private partnership priorities. The officer plans and delivers strategic work, develops PPP and private-sector solutions with regional teams, provides policy and transaction advice, administers trust-fund assistance, strengthens knowledge products and capacity building, and supervises junior staff.

Summary of Responsibilities
- Plan, implement and monitor OMSF and OMDP strategic priorities, work programmes and initiatives for private-sector development
- Lead research, analysis and advisory work on PPP, private-sector development and related policy and sector issues
- Provide technical review and strategic input to concept papers, technical-assistance papers, AP3F applications and country partnership strategies
- Support departments to identify, develop and implement PPP and private-sector-development solutions
- Develop and maintain PPP knowledge platforms, databases, monitoring tools and knowledge products
- Coordinate stakeholders and oversee programming, administration, monitoring and reporting of AP3F technical-assistance projects and trust-fund activities
- Guide, mentor and provide quality assurance to junior staff, project teams and consultants
Role Requirements
- Master's degree or equivalent in Business Administration, Economics, Finance or a relevant field; bachelor's route requires at least five years of specialized relevant experience
- At least 10 years of relevant work experience and six years of supervisory experience
- Strong analytical and due-diligence skills for PPP policies and infrastructure projects
- Knowledge of PPP policy, project development and infrastructure finance
- Knowledge of ADB operational processes and procedures
- Experience preparing and structuring PPP or transaction-advisory projects financed commercially
- Strong written and verbal communication skills in English
