The OSCE Programme Office in Bishkek is building a roster of national legal experts for ad hoc Special Service Agreements. Experts will assess and reform legislation on cybersecurity, digital evidence, criminal justice, counter-terrorism and preventing VERLT; draft legal and policy instruments; convene consultations; deliver training; and submit legal opinions, recommendations and reports.

• Conduct legal and regulatory assessments on cybersecurity, digital evidence, VERLT and criminal-justice reforms
• Review legislation to identify gaps, inconsistencies and needed harmonisation with international standards
• Draft and revise laws, regulations, policies, procedures, guidelines and other normative legal acts
• Support national programmes, strategies, concepts, roadmaps and action plans
• Facilitate consultations, working groups, expert meetings and stakeholder discussions
• Prepare analytical papers, policy briefs, comparative legal studies and expert recommendations
• Develop training materials and deliver workshops and capacity-building for officials and stakeholders
• Provide expertise on collection, preservation, management and admissibility of digital evidence
• Prepare final consultancy reports and project deliverables

• First-level university degree in Law or Jurisprudence
• At least five years of professional experience in legislative drafting, legal reform, cybersecurity or cybercrime legislation, counter-terrorism, digital evidence, criminal procedure, national strategies or public-administration reform
• Demonstrated experience drafting laws, regulations, bylaws, policies, strategies or other normative legal documents
• Knowledge of the Kyrgyz Republic legal framework and relevant international standards and good practices
• Professional fluency in spoken and written Russian
• Ability to work independently and deliver against tight deadlines
• Practical experience using Microsoft applications

• Qualifications in cybersecurity, information technologies, international relations, public administration, criminal justice or international law
