Job Description

Leads ODIHR's Legislative Assistance and Rule of Law Unit, setting its strategic direction and ensuring coherent, high-quality legal and programme work. The role oversees assistance to state institutions, manages staff and resources, develops partnerships across the OSCE region, and provides senior advice on legislative reform, justice and human rights standards.

Summary of Responsibilities

  • Set strategic direction for legislative assistance and rule-of-law work
  • Ensure quality and coherence of legal opinions, assessments, reports and guidelines
  • Oversee programmes strengthening rule of law, democratic governance and human rights
  • Guide assistance to justice and legislative institutions and officials
  • Develop partnerships and represent ODIHR on legislative and rule-of-law issues
  • Lead the Unit's team, performance management and professional development
  • Manage workplans, budgets, extra-budgetary resources and donor reporting

Role Requirements

  • Second-level university degree in law, or a first-level degree with two additional years of qualifying experience
  • At least seven years of professional legal experience, including three years of international work in legislative assistance and rule-of-law development
  • Experience in public international law and international human rights law
  • Capacity to provide high-level legal and policy advice on legislative reforms and compliance with human rights standards
  • Excellent English and strong legal drafting skills
  • Nationality of an OSCE participating State

Desired Criteria

  • Experience with comparative law
  • Relevant work experience in Eastern Europe, South Eastern Europe, South Caucasus or Central Asia
  • Management and strategic-planning experience leading multidisciplinary teams and financial resources
