Job Description

Leads the design and implementation of an adaptive monitoring and evaluation framework for IOM’s Seasonal Worker Scheme project in Kazakhstan. The consultant will conduct field monitoring, analyse quantitative and qualitative evidence, assess project results and beneficiary feedback, and deliver practical reporting, lessons and recommendations that strengthen safe-migration programming.

Summary of Responsibilities

  • Review project documents, donor agreements and national migration strategies to inform the M&E framework
  • Develop an M&E framework with an indicator-tracking matrix, data sources, baselines, targets and collection frequencies
  • Design and test quantitative and qualitative data-collection tools, including surveys, interviews and focus-group protocols
  • Conduct monitoring visits to project activities, orientation sessions and stakeholder events in Kazakhstan
  • Collect and analyse beneficiary and stakeholder feedback on intervention quality, relevance and usefulness
  • Draft two quarterly monitoring reports and a final report assessing progress, trends, bottlenecks and risks
  • Document best practices, lessons learned and human-interest case studies for future programming

Role Requirements

  • Master’s degree in Statistics, Economics, Public Policy, Social Sciences, Development Studies, International Relations or a related field with five years of relevant experience; or a Bachelor’s degree in those fields with seven years
  • Proven monitoring and evaluation experience, including quantitative and qualitative research design, complex data analysis and programmatic reporting
  • English, Kazakh and Russian are required
  • Legal right to reside and perform remunerated work in Kazakhstan
  • Ability to work independently, manage multiple deadlines and maintain professionalism and integrity

Desired Criteria

  • Experience with labour migration, ethical recruitment, counter-trafficking or migrant protection projects
  • Experience collaborating with law-enforcement institutions, government ministries, international organizations or donor-funded programmes
