Job Description
IOM seeks an Evaluation Lead to conduct a final evaluation of a migration-governance project serving displaced Afghans and host communities in Pakistan and Central Asia. The consultant will develop the methodology and data-collection tools, undertake evidence-based analysis and consultations, prepare reports and recommendations, and support IOM’s learning, adaptive management and programming.

Summary of Responsibilities
- Develop an inception report and data-collection toolkit
- Conduct an impartial final evaluation of project implementation
- Assess relevance, coherence, effectiveness, efficiency and sustainability
- Prepare final reports, briefs and recommendations
- Facilitate discussion of findings and actionable recommendations
Role Requirements
- Advanced degree in monitoring and evaluation, development studies, public policy, social sciences, international development, economics, statistics, migration studies, public health, political science or related discipline
- At least 7 years of experience conducting evaluations, assessments, research studies or programme reviews for international organizations or development partners
- Maintain impartiality and no conflict of interest in the intervention under review
