Job Description

Oversees budget monitoring, financial reporting and resource-management needs for IOM’s ESEM regional projects in a complex humanitarian setting. The officer supports management with expenditure oversight, cash-flow forecasting, donor reporting and annual budgets, improves budget tools and procedures, and guides staff on compliant financial administration and grant requirements.

Summary of Responsibilities

  • Monitor administrative and financial components of ESEM regional projects with the Programme Coordinator and Resource Management Team
  • Oversee project financial management and report financial status to management, donors and stakeholders
  • Evaluate financial reports, resolve anomalies and advise on budget and financial trends
  • Forecast cash flows, register commitments and ensure salary and expense charges are reflected accurately
  • Prepare donor financial reports, annual budgets and budget-variance analysis
  • Monitor payment schedules and secure project financial and administration files
  • Lead preparation of the annual mission budget in BEACON and develop budget tools
  • Train and supervise staff on budget, reporting, administration and compliance procedures

Role Requirements

  • Master’s degree in Accountancy, Business Administration, Commerce or Finance, or a university degree in those fields with two years of relevant accounting or finance experience
  • Fluency in English, oral and written

Desired Criteria

  • Finance and budgeting experience with international public sector and Mindanao projects
  • Experience in IOM field operations in post-conflict or peacebuilding settings
  • Experience with computerized accounting systems, SAP or PRISM
  • Knowledge of human resource management in international contexts
