Job Description
The IT Consultant will design, build and hand over a bilingual EMN Serbia website for migration-governance stakeholders. The assignment covers functional specifications, information architecture, CMS selection, responsive development, security, accessibility, testing, deployment, user training and warranty support, enabling independent content management by the Serbian authorities.

Summary of Responsibilities
- Prepare functional specifications, sitemaps, information architecture and responsive UX/UI design proposals
- Define CMS, hosting, security, accessibility, multilingual and acceptance requirements for the website
- Develop and configure the bilingual Serbian and English website with publication, event, search and analytics features
- Test functionality, accessibility, security, SEO, browser compatibility and mobile usability while resolving defects
- Deploy the website, train KIRS staff and hand over documentation, source code, credentials and warranty support
Role Requirements
- University degree in Information Technology, Computer Science, Software Engineering, Web Development, Information Systems or a related field
- At least three years of relevant experience in web design, web development, CMS implementation, technical specification preparation or IT consultancy
- Excellent command of English and Serbian, written and spoken
Desired Criteria
- Professional certifications in web development, CMS administration, UX/UI design, accessibility, cybersecurity or project management
- Experience with public institutions, international organisations or donor-funded projects
- Experience with government institutions or migration and governance-related projects
