Job Description

OHCHR seeks a P-4 Human Rights Officer in Vienna for the Independent International Commission of Inquiry on Ukraine. The officer will lead gender-sensitive investigation and analysis of human-rights and gender-based violations, advise the Commission and Secretariat, protect victims and witnesses during evidence gathering, conduct field missions, and integrate gender perspectives into reports and recommendations.

Summary of Responsibilities

  • Advise the Commission and Secretariat on gender dimensions of human-rights violations
  • Research and collect information on women's human rights and gender issues
  • Document, preserve and analyse sexual and gender-based violence evidence
  • Conduct gender-sensitive interviews and evidence-gathering activities
  • Participate in field missions for information gathering
  • Draft reports and recommendations integrating gender perspectives
  • Advise on gender-sensitive investigation methods, protection and safe data handling

Role Requirements

  • Advanced university degree in law, political science, international relations or another human-rights related discipline
  • First-level university degree with two additional years of qualifying experience may be accepted
  • At least seven years of progressively responsible experience in human rights, international humanitarian law or international criminal law
  • At least two years of experience in women's human rights, gender integration or sexual and gender-based violence
  • English at UN Level III across reading, writing, listening and speaking

Desired Criteria

  • Experience providing gender analysis in human-rights monitoring or investigations
  • Relevant working experience in or on the region
  • Russian or Ukrainian at UN Level III
