Job Description
The Finance & Administrative Officer provides operational oversight for UNESCO’s Apia office and antennas. The P-3 role leads finance, budget, human resources, procurement, logistics, premises and security functions; advises the Director on controls and policies; manages accounting and banking arrangements; and represents the office in United Nations coordination and host-country engagement.

Summary of Responsibilities
- Advise the Director on finance, administration, human resources and security matters
- Monitor budgets and voluntary contributions and maintain budgetary control
- Ensure accounting procedures and internal control systems function effectively
- Administer day-to-day human resources issues and staff guidance
- Oversee procurement, assets, premises and logistical arrangements
- Represent the office in the UN Country Team Organizational Management Team
Role Requirements
- Advanced university degree in Finance, Business Administration, Accounting or related field
- Minimum four years of relevant professional experience
- Excellent knowledge of English
- Practical experience in financial management, budgeting, procurement and internal controls
