Job Description
This manager supports SHAPE’s collective training and exercise programme by directing resource-management coordination across NATO. The post develops sustainable plans, budgets and policies; advises commands and national planners; aligns funding and resource processes; tracks execution and lessons learned; and provides programme-management expertise for major exercises and priorities.

Summary of Responsibilities
- Maintain collective-training and exercise resource-management expertise and supporting documentation
- Contribute resource lessons learned, best practices, doctrine and funding-policy refinement
- Advise NATO commands, forces and national exercise programmers on training and exercise resource management
- Develop a sustainable and affordable military training and exercise programme with headquarters partners
- Develop the programme budget through NATO screening and execution processes
- Coordinate inputs to Allied Command Operations resource planning and deconflict funding for major joint exercises
- Act as fund manager for designated funds
- Provide resource expertise and programme-management advice to SHAPE divisions
Role Requirements
- At least four years of managerial experience using discretion, judgement and initiative
- Experience in education, training, exercises and evaluation
- Knowledge of strategic-management processes for a large organisation
- Understanding of strategic political and military operations and associated staff work
- Knowledge of resource management, budget processes, requirement prioritisation and risk management
- University degree in a relevant field with four years of related experience, or higher secondary education with advanced vocational training and the stated related experience

Desired Criteria
- Ten or more years in military staff roles
- Senior stakeholder coordination, negotiation and briefing experience
- Experience managing funds for major training or exercise activities
- Knowledge of CNAFS and NATO budgeting procedures
- Master’s degree in a related subject
- Professional programme or project-management certification
