Job Description
Leads UNEP's terminal evaluation of a Kenya project restoring the Tana Delta's ecosystems and livelihoods. The consultant manages a participatory evaluation from inception through reporting, using quantitative and qualitative methods to assess results, consult partners and communities, analyse evidence and deliver independent findings and recommendations on integrated natural-resource management.

Summary of Responsibilities
- Manage the evaluation and provide timely outputs, data collection, analysis and report writing
- Conduct desk reviews and interviews, reconstruct the project's Theory of Change and prepare the evaluation framework
- Develop review, interview and survey protocols and plan the evaluation schedule
- Conduct interviews and evaluation missions with agencies, partners, stakeholders and local communities
- Report progress and issues to the Evaluation Manager and keep project management informed
- Draft, revise and finalize the main evaluation report and response-to-comments annex
- Maintain a participatory yet independent relationship with evaluation stakeholders
Role Requirements
- Advanced university degree in environmental sciences, international development or a relevant political or social-sciences area, or a bachelor's degree with two additional years of qualifying experience
- At least ten years of technical or evaluation experience, preferably evaluating large regional or global programmes and using a Theory of Change approach
- Fluency in English
- Independence from participating institutions and no prior involvement in project formulation or implementation
Desired Criteria
- Broad understanding of Integrated Natural Resource Management
- Knowledge of the UN system and UNEP work
- Fluency in Swahili

- Home-based assignment; actual duration is 50 days within six months
- The consultant reports to the Evaluation Manager and Director of the Evaluation Office
- The assignment may include evaluation missions to project locations
