Provides environmental-security advice and project leadership for the OSCE Secretariat's OCEEA Environmental Activities portfolio. The adviser develops transboundary natural-resource and governance initiatives, guides policy and partnership work, organises technical events, analyses environmental developments, mobilises funding and strengthens programme visibility across participating States.

Summary of Responsibilities
- Develop, implement and co-ordinate environmental projects with OSCE structures, delegations, field operations and partners
- Identify priorities and align project outputs with national and regional policies
- Organise technical meetings, trainings and conferences with substantive and logistical contributions
- Represent OCEEA at relevant events and analyse environmental developments for participating States
- Prepare policy inputs, speeches, statements, presentations and briefing materials for OCEEA processes
- Mobilise funding through concept notes, proposals and donor reports and strengthen programme visibility
Role Requirements
- Second-level university degree in Environmental Science, Economics, International Relations or Political Sciences with a focus on environmental security, or a first-level degree with two additional years of relevant experience
- At least five years of professional experience, preferably at international or multilateral level
- Professional fluency in English with excellent communication and drafting skills
- Ability to establish external partnerships and effective working relationships across national and cultural backgrounds
- Open to secondment only through participating States
Desired Criteria
- Recognised project-management certification
- Diplomatic-service or international-organisation experience
- Familiarity with OSCE regions including Central Asia, South Eastern Europe, Eastern Europe or the South Caucasus
- Knowledge of another OSCE language, particularly Russian

Additional Information
- Open to secondment only; nominating authorities bear assignment costs
- Seconded staff are not entitled to an OSCE Board and Lodging Allowance
- Maximum service period in the post is 10 years
