EiE and DRM Policy Review Consultant

UNICEF seeks a consultant in Port Moresby to review Papua New Guinea's Education in Emergencies, disaster risk management and climate-change policies. The assignment will analyse policy and legal frameworks, map institutions, consult education-sector stakeholders, assess preparedness and financing, and produce a policy-review report, roadmap and validated implementation guidance.

• Review EiE DRM policy and strategic documents against regional and global frameworks
• Assess legal frameworks supporting policy implementation within the GoPNG mandate
• Map education-sector institutions, mandates and coordination mechanisms
• Build NDOE team capacity to conduct desk reviews, interviews, focus groups and policy analysis
• Assess EiE response and preparedness coverage, targeting, effectiveness and equity
• Facilitate policy-review and validation workshops on the revised policy and implementation guide

• Master’s degree in education, economics, psychology, sociology or another relevant field
• At least 7 years of experience in education planning, EiE, DRM, climate and policy development or education policy analysis
• At least 7 years of policy-review experience for major government departments at national or international levels
• At least 5 years of strategy-development experience for government or international development organisations in the social sector
• Fluency in English

• Experience in PNG and the Pacific
• Knowledge of INEE Minimum Standards and Climate Action
• Experience in a developing country
• Experience with a UN system agency or organisation
• Background in emergencies
• Country-level experience in development, fragile settings or humanitarian contexts
