Job Description

Leads coordination and technical delivery for UNDRR's Water at the Heart of Climate Action project, strengthening Uganda's multi-hazard early-warning systems and resilience to water-related climate disasters. The consultant works with government and consortium partners on risk-data governance, situation-room operations, capacity building and project activities across the early-warning programme.

Summary of Responsibilities

  • Coordinate Water at the Heart of Climate Action project delivery with the Office of the Prime Minister, UNDRR and consortium partners
  • Support establishment and operationalisation of Uganda's national situation room
  • Link the situation room with emergency-coordination centres and the Africa Multi-Hazard Early Warning and Action System
  • Plan and deliver country project activities that strengthen multi-hazard early-warning systems and community resilience
  • Facilitate capacity development, risk-data governance and technical assessments
  • Support workshops and consultations with national and local government counterparts
  • Support data-maturity assessments and multi-hazard risk-assessment training
  • Undertake project-related travel as required

Role Requirements

  • Advanced degree in disaster risk reduction, early warning, meteorology, climatology, geomatics, hydrology or hydrogeology, or a first-level degree with two additional years of qualifying experience
  • At least five years of experience in disaster-risk assessment, early-warning systems and risk analysis
  • Experience with hydrometeorological-hazard assessment, mapping, vulnerability assessment, weather forecasting and monitoring
  • Experience leading or contributing to country-led strategy-development initiatives
  • Experience with a government institution or international organisation on early warning, early action or disaster-risk reduction
  • Fluency in English

Desired Criteria

  • Experience convening multi-stakeholder partnerships, events or consultations
  • Experience in capacity strengthening and resource mobilisation
