Job Description

Support Bolivia's national government to develop a labour-migration policy and an accompanying strategy for migrants' self-employment and labour-market inclusion. The consultancy will produce a participatory diagnostic, formulate policy and strategy proposals with IOM and the Ministry of Labour, and validate them with public institutions, private-sector representatives, civil society and other relevant actors.

Summary of Responsibilities

  • Conduct a participatory situational diagnostic on labour migration
  • Develop a labour-migration policy and migrant employment strategy
  • Validate the policy and strategy with government, private-sector and civil-society stakeholders

Role Requirements

  • University degree in social, political or economic sciences, law, international relations, public administration or a related field
  • Postgraduate studies in public-policy, social-project or government management
  • At least 5 years of experience designing regulations, public policies or social programmes
  • Advanced Spanish

Desired Criteria

  • Experience coordinating with government, private-sector, international-cooperation and civil-society institutions
  • Experience with UN-system, international-cooperation, NGO or foundation partners
