Consultoría internacional para el Análisis Institucional, Reingeniería y Fortalecimiento Organizativo del Ministerio de Educación

UNICEF seeks an international consultant to help Bolivia’s Ministry of Education define and advance institutional re-engineering. The assignment will establish objectives and scope with the Ministry, diagnose its institutional model, structures and processes, and identify priority gaps and opportunities to strengthen the Ministry’s stewardship of current and future education-sector priorities.

• Establish institutional re-engineering objectives, priorities, criteria and scope jointly with the Ministry of Education
• Conduct a strategic diagnosis of the existing institutional model, including structures, functions, processes, coordination and decision-making
• Identify and prioritize institutional gaps, challenges and opportunities affecting the Ministry’s stewardship role
• Develop strategic transformation alternatives, recommendations and roadmaps for institutional change

• Master’s degree or equivalent in public administration, public policy, organizational development, management, economics, law, education, social sciences or a relevant discipline
• At least 7 years of relevant experience in institutional diagnosis, re-engineering, transformation, organizational strengthening or public-sector modernization
• Experience analysing institutional and organizational models, structures, functions, processes, capacities and management models
• Experience formulating and evaluating transformation alternatives, strategic recommendations and change roadmaps
• Oral and written Spanish

• Experience in Ministries of Education, education systems or complex public institutions
• Professional experience in Bolivia or Latin America
• Knowledge of Bolivia’s public-sector institutional, administrative and legal framework
• Experience in comparable institutional-reform contexts
