Supports UNESCO and Mexico’s education authorities to shape policy for inclusive higher-education transformation in the digital and artificial-intelligence era. The consultant develops the project methodology, coordinates a national forum, captures stakeholder evidence and designs research instruments for a national roadmap.

• Develop the project concept, objectives, methodology, activities and implementation schedule
• Plan and coordinate a national high-level forum on higher-education transformation
• Prepare the forum concept note, agenda, themes, speakers, invitations and logistics
• Systematise participant contributions and produce a digital forum record
• Design methods and instruments for a national reflection on higher-education transformation
• Integrate UNESCO approaches to education rights, digital technologies and ethical artificial intelligence
• Coordinate evidence and stakeholder dialogue across academia, government, civil society and youth
• Deliver project documentation and a research strategy supporting the 2030 transformation roadmap

• Master’s degree in pedagogy, education sciences, educational technology, social anthropology or social sciences
• At least five years of experience in higher-education projects
• At least five years of experience researching and systematising quantitative and qualitative data
• Broad knowledge of digital-technology and artificial-intelligence challenges in higher education
• Knowledge of UNESCO education, higher-education and ethical artificial-intelligence approaches
• Digital research and communication capabilities
• Fluency in spoken and written English

• Remote three-month consultancy based in Mexico City
• Consultant must provide their own computer, software, stationery, internet and telephone equipment
