Overview

Supports reform of the Cotonou–Niamey transport corridor by analysing transit costs and legal frameworks, developing a digitalised vehicle-costing manual, training public and private actors, updating regional agreements and proposing operational recommendations for safer, more efficient trade flows.

Responsibilities

  • Develop a model manual for calculating operating and full costs of road-freight vehicles
  • Design and deliver training for carriers, shippers and public agencies on transport-cost calculations
  • Produce a digitalised vehicle-costing manual
  • Facilitate a workshop in Benin to update the single-transit-guarantee and quadrilateral transport agreements
  • Finalise the draft decree on transport and intermediation with the responsible authority
  • Adapt the legal framework governing national trade and transport facilitation committees
  • Support digital-systems experts analysing interoperability for transit, transport and digitalisation
  • Coordinate regional partners to finalise transport agreements and the single customs-transit guarantee

Requirements

  • Master’s degree in law or development economics
  • At least ten years of experience in transport, transit and trade facilitation
  • Full written and spoken French proficiency
