Responsibilities
- Lead national mapping of power-sector digitalisation, regulation and institutional capacity
- Review relevant laws, strategies, standards and mandates covering smart grids, data governance, interoperability and cybersecurity
- Collect and validate evidence through consultations with regulators, policymakers and utilities
- Draft the national diagnostic report and country-specific digital-governance framework
- Prepare national inputs and presentations for the international inaugural meeting
- Design and support capacity-building workshops for policymakers, regulators and utility managers
- Develop Georgia-specific toolkit recommendations, implementation guidance and a roadmap
- Facilitate national validation and document stakeholder feedback and institutionalisation steps
Requirements
- Bachelor’s degree or equivalent in energy, engineering, economics, public policy, digital governance or a related field
- At least five to seven years of relevant energy-sector experience, including policy analysis, regulatory frameworks, institutional assessments or digitalisation initiatives in Georgia
- Experience working with government institutions and utilities
- Excellent written and spoken English
