Job Description
Develops regional technical guidance on budget impact analysis for health-insurance benefit packages in the WHO African Region. The consultant will create and test a framework and models for country contexts, assess coverage expansion for poor and vulnerable populations, map HIV, TB and malaria services in African insurance schemes, and prepare two peer-reviewed articles for publication.

Summary of Responsibilities
- Develop a budget impact analysis framework for integrating new services into health-insurance schemes
- Evaluate current health-benefit packages and establish criteria for including new services
- Prepare technical guidance for implementing budget-impact models and assessing financial implications of expanded coverage
- Map African countries where health-insurance schemes or essential service packages include HIV, TB and malaria services
- Provide guidance on targeting mechanisms and coverage expansion for poor and vulnerable populations
- Prepare two peer-reviewed articles on health-package inclusion and application of the budget-impact tool to country data
Role Requirements
- First university degree in Public Health, Health Economics or a related field
- Specialised training in health financing and health systems analysis
- At least five years of experience in health financing and health systems analysis
- Proven experience conducting budget impact analysis and evaluating health-insurance schemes
- Experience developing and testing methodologies in a country-specific context
- Expert knowledge of English
Desired Criteria
- Advanced university qualification in Public Health, Health Economics or a related field
- Experience or sound understanding of health economics and financing
- Data-analysis and capacity-building experience
- Research and publication track record
- Regional experience in the African context
- Intermediate knowledge of French or Portuguese
