Consultancy on Market Access, Transport and Logistics Development in the Arab Region

Produces an ESCWA analytical paper on market access, transport and logistics development in the Arab region. The remote consultant evaluates transport systems; examines trade, investment and economic links; identifies infrastructure, institutional and operational constraints; and develops evidence-based policy priorities to improve efficiency, regional connectivity and supply-chain resilience.

• Prepare an annotated outline covering the conceptual framework, research questions, methodology, data sources and paper structure
• Produce a full draft with conceptual analysis, empirical results, case studies, constraints, policy implications and preliminary recommendations
• Finalize the paper by refining results, addressing review comments and documenting data and methodology
• Assess transport and logistics hubs and multimodal corridors across the Arab region
• Analyse links between transport systems, trade costs, market access, investment, value chains and employment
• Assess transport agreements, customs and border-cooperation frameworks
• Identify infrastructure, integration, capability and disruption risks
• Develop policy recommendations on routes, systems, market access and supply-chain resilience

• PhD in economics or a related field
• Minimum 15 years of professional work experience researching regional development issues
• Publications on macroeconomic issues or infrastructure development in the Arab region in peer-reviewed journals or reputable international publications
• Fluency in English
• Submit a copy of the required educational degree
