Civil Engineer

Supports UNOPS delivery of DDT-waste containment infrastructure in Kyrgyzstan by providing civil-engineering expertise across planning, design development, procurement and construction supervision. The role prepares technical and bidding inputs, monitors contractor performance, quality, safety and environmental compliance, and reports progress to keep projects within scope, schedule and budget.

• Prepare project implementation plans, bills of quantities, cost estimates and schedules
• Provide technical input to feasibility studies, needs assessments and design development
• Prepare tender documents, bid evaluations and contract-award documentation
• Supervise daily construction activities for timely, cost-effective and high-quality delivery
• Monitor materials, site activities and HSSE compliance
• Oversee contractor performance, site safety, environmental standards and quality control
• Prepare progress, monitoring and handover reports and track corrective actions
• Support coordination with local authorities, contractors and beneficiaries

• Bachelor’s degree in Civil Engineering, Construction Management, Structural Engineering or a related field with four years of relevant experience, or a master’s degree with two years
• Relevant experience in civil engineering, structural works, construction technology, supervision or monitoring
• Fluent English, Kyrgyz and Russian

• Professional certification or membership in a civil engineering association is desirable
• Experience in multicultural or UN-system organizations in a developing country is desirable
• Development or humanitarian-context experience is desirable
