Job Description

Directs the Financial Operations Service within DOS's Common Administrative Platform, leading global payroll, accounts payable, income tax, travel claims, vendor processing, commercial insurance and financial monitoring. The chief provides policy and risk-management advice, drives compliant, data-informed operational improvement and leads staff and resources supporting UN entities worldwide.

Summary of Responsibilities

  • Oversee global payroll, accounts payable, income tax, travel claims and vendor processing
  • Manage commercial insurance and act as UN risk manager for property and casualty coverage
  • Provide policy guidance on benefits, payroll, insurance and service areas
  • Ensure timely processing of payrolls, claims and awards
  • Lead the Financial Operations Service work programme and its units
  • Direct reports and financial-performance reporting for intergovernmental bodies
  • Prepare budgets, allocate resources and oversee staff performance
  • Manage, develop and train staff across the Service

Role Requirements

  • Advanced degree in business or public administration, finance, accounting, law, social sciences or related area, or first-level degree plus two additional qualifying years
  • At least 15 years of progressively responsible experience in finance, accounting, payroll, administration, financial management or budget
  • At least five years leading teams across two or more service responsibility areas
  • Experience deploying or adapting global payroll, HR and payroll systems and data analytics tools
  • Experience leading change management or business-improvement initiatives in operational financial management
  • English or French is required

Desired Criteria

  • Commercial insurance programme and insurance-market experience
  • International labour-law, tax-regulation and social-security knowledge
  • Experience managing teams across time zones and cultures
  • Senior UN-system administrative-policy implementation experience
