Chief of Section, Programme Management (TMAT)

DPO's United Nations Mine Action Service seeks a Nairobi-based Chief of Section to lead the IED Threat Mitigation Advisory Team. The post directs threat-mitigation policy, advisory, training and capacity-development work; manages staff, resources, fundraising and reporting; builds partnerships with Member States and donors; and represents UNMAS on explosive-threat issues.

• Provide policy guidance on IED and explosive-ordnance threat mitigation and lead conceptual strategy development
• Plan, oversee and assure the quality of advisory, training and capacity-development activities
• Manage the Section work programme and conduct substantive reviews of staff outputs
• Build partnerships with Member States and donors and track expenditure and reporting
• Prepare inputs for intergovernmental bodies, work programmes, budgets and results-based performance reporting
• Represent UNMAS at inter-agency and technical forums on EOD, IEDD, WAM and IED threat mitigation

• Advanced degree in a listed field, with a first-level degree plus qualifying experience accepted in lieu
• Recognized national qualification as an EOD officer and IEDD technician certification
• At least 10 years of programme administration, management or related experience
• At least seven years of Post-Blast Investigations experience including forensic evidence collection, materials and device exploitation, and technical intelligence
• At least two years of field experience in a United Nations peace operation or similar international organization
• English proficiency at UN Level II

• Experience drafting IED threat-mitigation policy, doctrine or training material
• Experience working with national authorities on storage, management and destruction of ammunition and explosives
• Experience in resource mobilisation, proposal writing and reporting
• Graduation from a military staff academy or similar law-enforcement training institution
