Job Description

Provides programme-management support to UNHCR’s Pemba Sub Office, translating protection and solutions strategies into coordinated plans, partnerships and monitoring. The officer applies results-based management, supports planning and reporting, strengthens partner arrangements and follow-up, and promotes coherent programming for refugees, displaced people and other persons of concern.

Summary of Responsibilities

  • Assess and analyse the needs of persons of concern using an age, gender and diversity perspective
  • Support multi-year protection and solutions strategies and annual plans
  • Strengthen results-based management and programme capacity
  • Assist planning processes in line with the Programme Manual and planning instructions
  • Review plans and reports to ensure compliance with policies, procedures and standards
  • Broaden partnerships to strengthen protection and solutions responses
  • Support partner selection, agreements, performance monitoring and project audits
  • Follow up internal and external audit observations and recommendations on programme issues

Role Requirements

  • Three years of relevant experience with an undergraduate degree, two years with a graduate degree or one year with a doctorate
  • Programme Management certification
  • Demonstrated programme-management experience and familiarity with the Operations Management Cycle
  • Sound knowledge of results-based management
  • Experience in field operations, the centrality of protection in programming, joint needs assessments and targeting principles

Desired Criteria

  • Coordination experience in inter-agency, refugee or humanitarian contexts
  • Experience in programme-management training and capacity building
  • Portuguese language knowledge
