Job Description

Design, implement and coordinate the monitoring and evaluation system for UNDP's local-governance development project in Chad. The analyst will build results and development-plan tools, track delivery and compliance, produce analytical reporting and corrective recommendations, advise project managers on results-based management, and strengthen local authorities' capacity to use evidence, lessons and good practice.

Summary of Responsibilities

  • Develop and manage monitoring and evaluation tools for project results, impact and performance
  • Contribute tools for monitoring local-authority development plans
  • Monitor project delivery and compliance with the annual work plan
  • Produce analytical reports and recommend corrective actions
  • Advise project managers on monitoring, evaluation and results-based management
  • Build the capacity of teams and local authorities to use monitoring and evaluation tools
  • Document and disseminate lessons learned and good practices for scale-up

Role Requirements

  • Advanced university degree in statistics, project management, economics or a related field
  • Bachelor's degree with 2 additional years of relevant experience as an alternative
  • At least 2 years of relevant monitoring and evaluation experience with a bachelor's degree
  • Fluency in spoken and written French

Desired Criteria

  • Experience delivering local-development programmes or projects, preferably with UN agencies
  • Knowledge of autonomous local-authority operations in Chad
  • Knowledge of territorial-governance reform in Chad
  • Strong French writing skills for speeches, feature articles and synthesis reports
