Job Description

Provides the WHO Country Office and Ukraine’s Ministry of Health with policy advice and technical expertise to strengthen national health systems and advance universal health coverage. The role coordinates partners, guides health-financing and primary-care reforms, and builds evidence, monitoring and learning capacity for durable, equitable policy implementation.

Summary of Responsibilities

  • Coordinate technical focal points across regional and headquarters levels under the guidance of the country-office head
  • Advise government and national stakeholders on designing, implementing and evaluating national health policies and strategies
  • Strengthen stakeholder capacity for health-policy dialogue and health-system reform
  • Develop approaches to improve public health, primary care, health financing, governance and accountability
  • Implement monitoring and evaluation frameworks for health-system strengthening and Sustainable Development Goal targets
  • Build partnerships with public, private, non-governmental and scientific institutions
  • Facilitate impact evaluations of reforms in health financing, public health and primary care

Role Requirements

  • Advanced university degree in public health, health systems or services administration, health management, international or global health policy, or a similar field
  • At least seven years of relevant experience in health-sector policy, strategy development and planning
  • Specific experience in health financing
  • At least four years of experience in a governmental institution or international organization serving resource-limited or middle-income countries
  • Expert knowledge of English

Desired Criteria

  • Post-graduate training or specialization in health systems, health planning, management or health economics
  • Experience in health-sector assessments, analyses, evaluation and reporting
  • Track record in consensus building with diverse national stakeholders
