Provides strategic climate-policy, coordination and technical oversight for Paraguay's NDC Act & Invest project, helping MADES and UNEP translate national climate commitments into coherent, inclusive implementation, communications and stakeholder engagement.

Summary of Responsibilities

  • Develop a comprehensive work plan with timelines, milestones, roles and risk mitigation
  • Provide technical and political guidance for project coordination, implementation and monitoring
  • Review consultants' technical products and support technical progress reporting
  • Develop communication, outreach and dissemination strategies for NDC 3.0
  • Facilitate coordination among public institutions, local authorities, academia, private sector, civil society and Indigenous Peoples
  • Establish working methods, communication protocols and quality-assurance mechanisms
  • Track delivery, diagnose bottlenecks and propose corrective measures

Role Requirements

  • Bachelor's degree and at least seven years of relevant environmental-management experience
  • Fluency in Spanish

Desired Criteria

  • Experience in climate-change initiatives or NDC action in Paraguay
  • Analytical capacity for climate-change planning and implementation
  • Knowledge of Paraguay's climate-change regulatory and planning framework
  • Experience integrating gender considerations into projects or public policies
  • Experience preparing policy and strategy reports for national governments
