Summary of Responsibilities
- Identify legal and political issues affecting non-Albanian communities and advocate action to prevent escalation and protect community rights
- Advise Mission leadership and departments on mainstreaming community rights into programmes and implementation
- Support planning and delivery of programmes, policies and activities promoting the rights of non-majority communities
- Represent the Mission in community outreach, mediation and conflict-resolution work, including security and property issues affecting returns
- Maintain dialogue with community representatives and government and municipal counterparts across Kosovo
- Monitor community issues and open-source information and prepare briefs, analysis and reports for senior leadership
- Review policies and legislation to identify trends, gaps and inconsistencies affecting community rights
Role Requirements
- International eligibility to serve outside the applicant's home country or country of permanent residence
- Nationals and permanent residents of Kosovo are not eligible
- Second-level university degree with ten years of relevant experience or first-level degree with twelve years
- At least five years of management experience and six years in roles concerning minority rights and issues
- Demonstrated knowledge of Kosovo's political situation and non-majority communities
- Excellent written and spoken English
- Valid driving licence and ability to drive a manual-transmission vehicle
- Ability to cope with physical hardship, limited infrastructure and extra working hours
Desired Criteria
- Advanced management qualification or specialization in human-rights protection mechanisms
- Prior work experience in Kosovo
- Working knowledge of Serbian, Croatian, Bosnian or another language spoken in the Mission area

Additional info
- Open to international secondment only; remuneration and benefits are determined and borne by the nominating state authority
- Applications must be nominated by an OSCE participating State through the relevant national authority
- Suitable interviewed candidates will be placed on a three-year roster for fixed-term secondment posts
- Appointment is subject to medical clearance
