Consultant: Prevention-Oriented Intelligence-Led Policing and Community Policing Capacity Development

Designs and delivers intelligence-led policing capacity development for Iraq’s Ministry of Interior, including trainer preparation, analytical framework assessment and operational procedures that strengthen data management, community risk analysis and evidence-based prevention.

Department: Peace, Recovery, and Solutions Division – Community Engagement and Policing Unit

• Deliver a ten-day Training of Trainers on prevention-oriented intelligence-led policing
• Coach newly trained instructors and support cascade training for law-enforcement officers
• Assess Ministry of Interior data management, analytical capacity and information-sharing mechanisms
• Consult stakeholders and prepare a practical community risk-analysis framework
• Establish and support a steering committee to guide technical development
• Develop and validate standard operating procedures for data management and risk analysis
• Report on training implementation, participant feedback, lessons and recommendations

• Master’s degree in political science, international relations, security studies or a related field with at least seven years of relevant experience, or a bachelor’s degree with at least nine years
• Experience implementing intelligence-led policing, crime-data analytics or related policing and law-enforcement work
• Experience designing or advising intelligence-led policing systems within police or security institutions
• Record of delivering technical training and mentoring to law-enforcement officers and decision-makers
• Experience advising ministries of interior, national police bodies or multilateral agencies on intelligence-led policing reforms
• Fluency in English

• The consultancy is delivered primarily remotely with travel to Iraq as required
• Payment is linked to acceptance of three deliverables at 35%, 30% and 35% of the total fee
• Consultants must maintain medical insurance for non-occupational illness or accidents
• Appointment is subject to funding confirmation and required clearances
