Job Description
Provides programme leadership for UNDP’s economic-recovery portfolio in Gaza, linking humanitarian relief with inclusive and resilient development. The specialist steers programme design, quality assurance, risk management, partnerships and resource mobilisation, while advising government and partners, managing results and financial oversight, and supervising project managers across recovery initiatives.

Summary of Responsibilities
- Contribute to country analysis and strategic programme documents
- Design and oversee economic-recovery interventions with implementing partners
- Manage planning, budgets, implementation, monitoring and financial-resource tracking
- Apply results-based management and use data across the programme lifecycle
- Prepare activity, output, outcome, donor and corporate reports
- Develop partnerships with UN agencies, government, donors, financial institutions and civil society
- Identify resource-mobilisation opportunities and develop project documents and proposals
- Provide policy advice, knowledge-management support and programme training while supervising two project managers
Role Requirements
- Master's degree in business administration, public administration, economics, political sciences, social sciences or a related field, or a bachelor's degree in these fields with additional qualifying experience
- At least five years with a master's degree or seven years with a bachelor's degree in management advisory services and design, monitoring and evaluation of development portfolios or projects
- Previous experience working on economic recovery programmes
- Knowledge of results-based management and project implementation
- Experience working in a conflict or transition context
- Experience using office, spreadsheet, database and web-based management systems
- Fluency in written and spoken English and Arabic
- Current Palestinian national available for employment in Gaza and willing to work and travel throughout the Strip
Desired Criteria
- Experience from previous UN assignments or multilateral or bilateral aid organizations
- Experience in partnership and resource mobilisation
- Experience providing management advisory services and managing development portfolios at national level
- Experience coordinating multisectoral work among professionals and regional teams
