Programme Specialist (Safe Environment and Opportunities)

Leads UNICEF's integrated Safe Environments and Opportunities Programme, linking child protection and education to strengthen national governance, policy, financing and services. The role convenes government, financial institutions, civil society and partners to scale equitable results for children.

• Lead integrated child protection and education programme development
• Strengthen national governance, public policy, financing and service delivery systems
• Manage programme funds and promote efficient use of resources
• Monitor and evaluate programme performance and sustainable results
• Apply rights-based and results-based programme management
• Build national and local capacity for scalable child-focused systems
• Coordinate advocacy and partnerships with government, financial institutions, civil society and the private sector

• Advanced university degree in social sciences, child protection, education, management, international relations, public administration, public policy, social policy, social development, community development or another relevant technical field
• At least five years of relevant professional experience in child protection, education, social policy, planning, management or finance
• Expertise in knowledge management, situation analysis, programme monitoring and evaluation, results-based programming and partnership collaboration
• Fluency in Spanish and English
• Existing authorization to work in Ecuador because UNICEF does not facilitate visas for national officer recruitment

• Experience working in a developing country
• Familiarity with emergency contexts
• Experience with a United Nations agency or organisation
• Country-level experience in development, fragile or humanitarian settings
