Job Description

UNOCT seeks a National Professional Officer in Maputo to support Mozambique’s National Counter Terrorism Centre and counter-terrorism strategy. The officer will manage programme activities, coordinate with security-sector counterparts and donors, provide expertise on policy and operations, conduct research and analysis, lead outreach and training, and prepare materials for reports and missions.

Summary of Responsibilities

  • Develop, implement and evaluate assigned programmes and projects, monitor progress and initiate corrective action
  • Support the Law Enforcement Unit and Special Projects and Innovations Branch on intergovernmental relations, donor support and outreach with national security institutions
  • Advise on programmes and policies using local expertise and knowledge
  • Plan and facilitate workshops and interactive sessions and help clients develop action plans
  • Research, analyse and present information from diverse sources and coordinate policy-development work
  • Design data-collection tools, analyse responses and prepare conclusions
  • Prepare background papers, reports, studies, meeting documentation and presentations
  • Lead or participate in field missions and draft mission summaries

Role Requirements

  • Nationality of Mozambique, the country where the position is located
  • Advanced university degree in business administration, management, economics or a related field
  • First-level university degree with qualifying experience may be accepted instead of the advanced degree
  • At least seven years of progressively responsible experience in project or programme management, administration or a related area
  • Direct operational engagement and strategic coordination with national security structures including Ministries of Defence or Interior, national security services or law enforcement
  • Experience advising national government counterparts or security-sector leadership on Security Sector Reform or rule-of-law initiatives aligned with international human rights standards
  • English and Portuguese

Desired Criteria

  • Completion of degree or non-degree programmes in data analytics, business analytics or data science
  • Seven years or more of experience preventing or countering terrorism or a related area
