National GIS Specialist – Geomorphology and Remote Sensing

Builds a geomorphology-based risk module and geospatial products for Kyrgyzstan's glacial-lake outburst flood monitoring system. The consultant analyses satellite and aerial-survey data, integrates hazard indicators into GIS, creates technical and community maps and transfers datasets, code and methods to MoES.

Department: OSCE Programme Office in Bishkek

• Audit existing MoES GIS layers, lake inventories and risk-scoring methods
• Develop and validate a geomorphological indicator framework for moraine-dam stability
• Screen priority lakes with optical and radar remote-sensing data
• Prepare orthomosaics, hazard scores and route-planning packages for aerial surveys
• Catalogue and georeference aerial-survey photographs in the GIS database
• Integrate geomorphological indicators into the multi-criteria risk-scoring algorithm
• Produce technical and community-level hazard maps from model outputs
• Handover geospatial datasets, code, web map services and final documentation

• Advanced university degree in geography, geoinformatics, engineering geology, geomorphology or a closely related discipline
• Minimum five years of professional experience in GIS analysis and remote sensing applied to mountain hazards
• Experience characterising moraine-dammed lakes and dam-stability indicators
• Proficiency in QGIS, ArcGIS, SNAP, Google Earth Engine and Python or R
• Working knowledge of optical and SAR satellite data and digital elevation models
• Experience producing maps for emergency-management and community audiences
• Fluency in Russian and Kyrgyz with good working knowledge of English
