National Consultant for Trade Portal Updating under the National Trade Facilitation Committee

Provides technical assistance to update and maintain Tajikistan's Trade Portal, integrating government data systems, analytics, AI-enabled reporting and secure workflows for trade facilitation.

Department: OSCE Programme Office in Dushanbe

• Integrate the Trade Portal with the Single Window system through a secure API
• Implement integration with the Adliya legal information database for automatic regulatory updates
• Develop a dynamic tariff and trade requirements information feed
• Build a foreign trade analytics module using HS code data and BI visualisations
• Develop an AI-enabled module for reporting and classifying trade barriers
• Ensure security, adaptability and localisation requirements are met

• Bachelor's or master's degree in computer science, information systems, software engineering, information and communication technologies or a related technical field
• At least 5 years of professional experience developing enterprise-scale web systems with API-based integrations
• Knowledge of data platforms, BI tools and workflow automation systems
• Experience implementing workflow automation systems including case routing, role-based access control, notifications and SLA tracking
• Experience building and maintaining data-driven platforms including data aggregation, processing and visualisation
• Knowledge of information security principles including secure data exchange, authentication, authorization and audit logging
• Professional fluency in Tajik and English

• Special Service Agreement for 120 days
• Open only to citizens or permanent residents of Tajikistan
• Position is based on-site in Tajikistan
