Overview
The consultant will integrate real-time monitoring station data into the Kyrgyz Republic GLOF monitoring system, configure alerts, train national technical staff and hand over sustainable IT infrastructure to MoES.

Responsibilities
- Review the MoES GLOF monitoring architecture and prepare an IT integration plan
- Configure telemetry endpoints, data ingestion pipelines and database schemas for real-time sensor data
- Integrate monitoring station feeds into the MoES monitoring interface with redundancy and backup protocols
- Configure automated alert thresholds and multi-channel dispatch for high-risk lakes
- Deliver user acceptance testing with HMFD duty officers
- Train MoES technical staff on equipment maintenance, data interpretation and system administration
- Document the final system architecture and complete formal handover to the MoES IT/GIS Unit
Requirements
- Bachelor's degree or higher in information technology, computer science, software engineering, telecommunications or a closely related discipline
- Minimum five years of professional experience in IT system integration, including real-time data acquisition systems
- Demonstrated experience with database systems, data ingestion APIs and dashboarding solutions
- Working knowledge of multi-channel alert dispatching technologies
- Professional oral and written fluency in Russian and Kyrgyz
- Practical experience using Microsoft applications
