Overview

The consultant will integrate real-time monitoring station data into the Kyrgyz Republic GLOF monitoring system, configure alerts, train national technical staff and hand over sustainable IT infrastructure to MoES.

Responsibilities

  • Review the MoES GLOF monitoring architecture and prepare an IT integration plan
  • Configure telemetry endpoints, data ingestion pipelines and database schemas for real-time sensor data
  • Integrate monitoring station feeds into the MoES monitoring interface with redundancy and backup protocols
  • Configure automated alert thresholds and multi-channel dispatch for high-risk lakes
  • Deliver user acceptance testing with HMFD duty officers
  • Train MoES technical staff on equipment maintenance, data interpretation and system administration
  • Document the final system architecture and complete formal handover to the MoES IT/GIS Unit

Requirements

  • Bachelor's degree or higher in information technology, computer science, software engineering, telecommunications or a closely related discipline
  • Minimum five years of professional experience in IT system integration, including real-time data acquisition systems
  • Demonstrated experience with database systems, data ingestion APIs and dashboarding solutions
  • Working knowledge of multi-channel alert dispatching technologies
  • Professional oral and written fluency in Russian and Kyrgyz
  • Practical experience using Microsoft applications
